Moosemoose's heart goes out to fat people, women with thick ankles and men who like to wear pjs in public (three of her favorite types of people), but she does not feel that this qualifies as an official SCANDAL! That said, as a dog who HAS extremely bad breath, she worries that these types of regulations might open the door to even more outrageous rules like no sniffing others' poop and no licking your crotch in public.

I personally think this ruling is fair, but graphic...which is probably unavoidable when you are an officiating SCANDAL! judge.
